To start a new editing project, you create it in the area that manages projects—the Project window. Open the Select Project window and use the New Project tab to define a brand-new project, giving it a name and choosing its settings (such as resolution and frame rate). This is where the working environment for your edits is established. Saving a bin, on the other hand, simply saves a container of clips or sequences you’ve been working with, not a new project. The Media Browser is used to locate and import media, and the Source Monitor is for viewing and marking up in and out points on source clips. So the place to create a new project is the New Project option within the Project window.
